Read and cache a capability’s 17-byte data field for this connection.

Byte zero is ASCII ‘1’ when supported and ‘0’ when unsupported. The remaining sixteen bytes contain capability-specific details. Malformed replies and instrument errors are raised rather than cached as unsupported capabilities.
